Each time that you add an article, send email to your group letting them know that the newsletter has been updated.

Encourage the readers to make use of a web page monitoring servcie like ChangeDetection.com that will send email to the registered user each time that a change is made.

ChangeDetection.com and servcies like it will monitor the page that the user enters and send email to the user when the page changes. In that way, the user can be automatically reminded to look at the blog/newsletter when there is a change.
